Salt water is different from fresh water, its not about just dumping water. An algae bloom means condtions in your tank have deteriorated.
First, get yourself a Test Kit for ammonia, nitrate, nitrite, ph and follow the directions. Second big issue is municiple tap water. Either install a r/o filter (Reverse Osmosis) or at worse use a tapwater filter, which is an External Filter that removes most of the compounds which causes the blooms. Set this water aside.
Next, start siphoning off no more then 20% of your water when you first do maintence, any more and you will shock your fish and corals. Also at this time, siphon up any detritus (tanish powdery gunk) at the bottom of the rocks or on the rocks.
After this is done, slowly add the water that was just mixed.
After adding water, turn off your pumps, and perform simple maintence; rinse out pads, bioballs, or bio bale in the discarded water from the tank. this will keep the bacteria active, and you won’t loose that much of it.
Add additional water and recyle your pumps as needed.
Finally, change out the bulbs. Florescent and PC bulbs need to be switched out ever six to nine months, MH can go for a year. Bad water plus bad lights = algae
